Ukrainian President Volodymyr Zelensky Declares He Lacks Clear Defense Guarantee from European Partners

President Zelensky has stated that Ukraine's partners in Europe have not given him solid assurances that they will defend Ukraine in the case of a future Russian attack.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on Wednesday.

His comments come a day after the UK and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.

However, full security guarantees have yet to be solidified. The US, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a pledge at discussions held in the French capital on the previous day.

Details of the Paris Talks

After the Paris talks, which included some three dozen nations that form the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.

Partner nations suggested that the United States would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has not yet commented on the declaration made in the city of Paris.

President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces now occupies about 20% of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to support Ukraine for the long-term".

He continued: "It paves the way for the legal framework under which allied military personnel could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that accord as a "significant leap of progress".

A day later, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"But as long as we lack such binding security pacts - legally binding, endorsed by legislatures, backed by the U.S. Congress - this question cannot be answered. And even if they do, you still have to rely primarily on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also notable owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on finalizing security arrangements.

Last week, the President indicated a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the forefront of outstanding matters for diplomats.

Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.

Moscow currently controls about 75% of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with varying degrees of effectiveness.
